Understanding the Solid Waste Management Charge
Anoka County is mandated by state law to reduce both the volume and hazardous nature
of waste. The law also prohibits Metropolitan counties (including Anoka County)
from landfilling unprocessed waste. To comply with the law, Anoka County developed
a highly-effective and environmentally-safe waste management system. This system
was funded mainly through fees collected on your garbage bills until 1994. Court
decisions have necessitated changes in the way these programs are funded resulting
in the reduction of those fees and the adoption of the Solid Waste Management Charge
in 1994.
Rather than paying for all the costs of waste disposal by fees paid through garbage
haulers, County businesses and residents are now billed by the haulers for a portion
of waste collection and disposal costs. The balance of the disposal cost and comprehensive
waste management program cost is funded by an annual solid waste management charge
billed on the property tax statements. The charge appears on line 15A on your property
tax statement. The rates have not increased over the 1994 solid waste management
charge rates.
The Solid Waste Management Charge funds the county-wide Integrated Waste Management
System. This system protects our public health, land, air and water through waste-to-energy
conversion, extensive recycling efforts, a household hazardous waste program,
yard waste composting, public information and waste reduction.
Residential and non-residential properties are different in how the Solid Waste
Management Charge is billed and how the charge can be appealed. Those differences
are outlined below. See:
Residential Charges and Appeals
Residential property owners are billed according to the categories listed below.

For residential properties, an appeal may be granted under the following circumstances:
- County administrative or clerical errors.
- The property is misclassified (e.g. the number of dwelling units is incorrect).
- A dwelling unit was uninhabitable and condemned or was destroyed and demolished
as of January 2, each year.
- A mobile home pad was destroyed and demolished as of January 2, each year.
Applications to appeal the solid waste management charge must be submitted by May
14, each year. This deadline may be extended for good cause under extenuating circumstances
by the Anoka County Governmental Services Division Manager.

The property owner must pay the solid waste management charge as it appears on the
property tax statement to avoid penalties and interest. A refund will be mailed
to the owner if the appeal is granted.
Non-residential Charges and Appeal
Non-residential properties include improved property classified as commercial, industrial,
nursing home, service station, utility, railroad or tax-exempt property.
Non-residential property owners are assessed by tax parcel according to the value
of the improvements on the parcel. Improvement value does not include the value
of the land. The non-residential categories are outlined below.

For non-residential properties, an appeal may be granted under the following circumstances:
- County administrative or clerical errors.
- The property has been misclassified for the purpose of calculating the charge as
of January 2, each year.
- The property is non-generating by nature, such as an electric generating substation.
- The improvement was condemned, destroyed or demolished as of January 2, each year.
- A single business with one garbage collection has been assessed on more than one
contiguous parcel.
- The property owner recycles 50% of the solid waste (includes all solid waste that
is disposed of and/or recycled) generated on the parcel.
- Waste generation - if the property owner demonstrates that the parcel generates
less than the amount of solid waste (includes all solid waste that is disposed of
and/or recycled) allocated to its category, the solid waste management charge will
be reduced.
